Azerbaijan allows employers to verify a candidate’s background through a largely centralised state process. Screening tends to be light for ordinary commercial roles and more thorough in regulated sectors and the energy industry.
What employers can check
Identity, employment history, and academic qualifications are the standard verifications. The employment record book and state social protection contributions provide a reliable trace of previous formal employment. Diplomas issued abroad usually need formal recognition before they can be relied on for regulated roles.
Criminal record checks
Candidates obtain a criminal record certificate from the Ministry of Internal Affairs, with applications made through state service centres and the government’s electronic services. The document is issued to the individual rather than to the employer. Screening is expected in banking and finance, private security, education, healthcare, transport, and roles with access to sensitive information or significant assets.
Data protection
Processing is governed by the law on personal data, which requires consent before personal information is collected and limits its use to the stated purpose. Written consent from the candidate is the safe approach. Collect only what the role requires, explain the purpose, keep the data secure, and do not retain it beyond the recruitment process for unsuccessful candidates.
Medical checks
Pre-employment medical examinations are required in a number of sectors, including food handling, healthcare, education, transport, and hazardous industrial work. Where they apply they are a legal obligation rather than a discretionary check, and the results should be limited to fitness for the specific role.
Practical guidance
Ask candidates to obtain their own certificates, keep signed consent on file, and apply consistent checks across everyone considered for a role. Foreign nationals need a work permit and residence permit before starting, and that process runs in parallel with screening. An employer of record can manage both if you have no local entity.
