The EOR signs the employment contract, runs payroll, withholds taxes, administers statutory benefits and ensures compliance with local labour law, while you direct the employee’s day-to-day work. EOR services let you hire in a country where you have no legal entity.
A PEO (professional employer organisation) co-employs workers inside your existing legal entity, almost always in the United States. An employer of record fully employs workers on your behalf and is the sole legal employer in countries where you have no entity, which makes EOR the standard option for international hiring and PEO the standard option for US-only HR outsourcing.
