An employer of record is a third-party organisation that legally employs workers in a country on your behalf. The EOR signs the employment contract, runs payroll, withholds taxes, administers statutory benefits and ensures compliance with local labour law, while you direct the employee’s day-to-day work. EOR services let you hire in a country where you have no legal entity.

A PEO (professional employer organisation) co-employs workers inside your existing legal entity, almost always in the United States. An employer of record fully employs workers on your behalf and is the sole legal employer in countries where you have no entity, which makes EOR the standard option for international hiring and PEO the standard option for US-only HR outsourcing.

For most operational roles, no. Because the employee is contracted to our owned legal entity, work performed in their country does not typically create permanent establishment for your business. We flag any role, usually sales-facing or contract-signing, that could create PE exposure before you hire.

EOR employees receive every statutory benefit required by local law: public health coverage, pension contributions, paid leave, parental leave and severance accruals. We also offer optional private health insurance, retirement plans and stipends in 60+ countries.

Our HR team manages every termination in line with local labour law, calculating final pay, severance, notice periods and gardening leave, and producing the legally required separation documents. We carry the full risk of any wrongful-termination claim.

Most EOR providers require a security deposit equal to one full month of payroll plus statutory contributions, which can tie up significant working capital for senior hires.
