Egypt has a formal and fairly document heavy hiring process. Several checks that are discretionary elsewhere are effectively standard here, because they form part of the paperwork required to register an employee.

Criminal record checks

The document is the criminal status certificate issued by the Ministry of Interior, commonly known as the fish w tashbeeh. Candidates apply in person at a police station or through the ministry’s service centres, and the certificate is issued to the individual. It is a routine part of the hiring file for many employers rather than an exceptional step, and is expected in banking and finance, private security, education, healthcare, and roles involving cash or sensitive information.

Other standard documents

Employers typically assemble a hiring file that includes identity documents, military service status for male candidates, educational certificates, a social insurance form, and a medical certificate. Verifying qualifications with the issuing institution is worthwhile, and foreign degrees generally need attestation.

Data protection

Egypt’s personal data protection law sets out consent, purpose limitation, and security obligations, with a supervisory centre and penalties for misuse. Sensitive data, including criminal and health information, attracts stricter treatment. Take written consent before screening, keep the enquiry proportionate to the role, secure the data, and delete unsuccessful applicants’ information once recruitment ends.

Foreign workers

Employing a foreign national requires a work permit, and quotas limit the proportion of foreign staff a business may employ. The application includes health screening and supporting documentation, so screening and immigration overlap.

Practical guidance

Give candidates a clear checklist early, since assembling the file takes time. Apply the same requirements consistently and keep evidence of consent. An employer of record can manage screening, permits, and payroll if you have no Egyptian entity.
