Guinea-Bissau has a small formal labour market, much of it in government, banking, telecommunications, and the international and development sector. The legal system follows a Portuguese influenced tradition, which shapes the screening documents.

What employers can check

Identity, employment history, and academic qualifications are the standard verifications. Verifying diplomas with the issuing institution matters, and qualifications obtained abroad generally need formal recognition before they can be relied on for regulated roles. References carry considerable weight in a market where the main employers are well known to one another.

Criminal record checks

The document is the certificado de registo criminal, issued through the judicial authorities and requested by the individual rather than the employer. Processing is manual and can take several weeks, particularly for candidates from outside Bissau. The certificate is treated as current only for a limited period, so ask for a recent one. Screening is expected in banking and microfinance, private security, education, healthcare, roles with international organisations, and positions involving cash or children.

Consent and privacy

There is no comprehensive data protection statute of the European type in active operation, so employer practice sets the standard. Take written consent before screening, explain to the candidate what is being collected and why, keep the enquiry proportionate to the role, store results securely with restricted access, and dispose of them once recruitment closes. Employers with European links should apply their home standard by default.

Safeguarding checks

Development and humanitarian employers commonly apply sector specific safeguarding screening, including reference checks against misconduct disclosure schemes. These sit alongside the criminal record certificate rather than replacing it.
