Kyrgyzstan has a straightforward screening process supported by a growing set of digital government services. Checks are limited in number and well understood, and most of the work falls on the candidate rather than the employer.
Criminal record checks
Candidates obtain a certificate confirming the absence of a criminal record from the Ministry of Internal Affairs, with applications made through state registration service centres and increasingly through the government’s electronic services platform. The certificate is issued to the individual, who then provides it to the employer, and it is treated as current only for a limited period. Screening is expected in banking and microfinance, private security, education, healthcare, transport, public sector roles, and positions involving cash or valuables.
What employers can check
Identity, employment history, and academic qualifications are the standard verifications. The employment record book and social fund contribution records give a dependable view of formal employment. Diplomas are worth confirming with the issuing institution, and qualifications obtained abroad generally need recognition before they can be relied on for regulated roles.
Data protection
Processing is governed by the law on personal information, which requires the individual’s consent before personal data is collected and limits use to the stated purpose. Written consent from the candidate is the safe approach. Collect only what the role requires, explain the purpose, keep the data secure, and do not retain unsuccessful applicants’ information beyond the recruitment process.
Medical checks
Pre-employment medical examinations are required in specific sectors including food handling, healthcare, education, transport, and hazardous industrial work. Where they apply they are a legal obligation, and the results should be limited to fitness for the specific role.
Practical guidance
Ask candidates to obtain their own certificate, keep signed consent on file, and apply consistent checks across everyone considered for a role. An employer of record can manage screening, permits, and payroll if you have no local entity.
