Laos has a small formal employment sector concentrated in government, banking, hydropower, mining, and the international organisations. Screening is possible but depends on local administrative processes, so timelines and local knowledge matter more than paperwork.
Criminal record checks
The candidate obtains a criminal record certificate through the Ministry of Public Security, and the application typically starts with confirmation from the village and district authorities covering their registered residence before moving up to the provincial or central level. The certificate is issued to the individual and provided to the employer. Processing can take several weeks. Screening is expected in banking, private security, education, healthcare, and roles involving cash or sensitive information.
What employers can check
Identity through the family book and national identity documents, employment history, and academic qualifications are the standard verifications. Confirming qualifications with the issuing institution is worthwhile, and foreign qualifications generally need recognition before they can be relied on for regulated roles. References from previous employers are informative in a market where the significant employers know one another.
Consent and privacy
Laos has electronic data protection legislation but no comprehensive regime of the European type, so employer practice sets much of the standard. Take written consent before screening, explain what is being collected and why, keep the enquiry proportionate to the role, store results securely with restricted access, and dispose of them once recruitment closes.
Foreign workers
Employing a foreign national requires a work permit and the correct visa, quotas limit the proportion of foreign staff, and a medical examination forms part of the process. Screening runs alongside that rather than replacing it.
Practical guidance
Start early because the certificate route runs through several administrative levels, apply the same checks across candidates for a role, and keep signed consent on file. An employer of record can manage screening, permits, and payroll if you have no Lao entity.
