Background Checks for Employment in Tanzania

Tanzania permits employment background checks, and a police clearance certificate is a routine part of hiring for many roles. A data protection statute introduced in recent years adds an obligation that catches out employers who assume screening is unregulated.

Criminal record checks

The candidate applies to the Tanzania Police Force for a police clearance certificate, with fingerprints taken as part of the process and applications increasingly handled through the force’s online service. The certificate is issued to the individual, who then provides it to the employer, and it is treated as current only for a limited period. Processing commonly takes a few weeks. Screening is expected in banking and finance, mining, private security, education, healthcare, transport, and roles involving cash or valuables.

What employers can check

Identity through the national identification number, employment history, and academic qualifications are the standard verifications. Qualifications are worth confirming with the awarding institution or the relevant accreditation body, and foreign qualifications generally need recognition before they can be relied on for regulated roles. Social security contribution records give a dependable view of formal employment history.

Data protection

The Personal Data Protection Act establishes consent, purpose limitation, and security obligations, overseen by the Personal Data Protection Commission. Importantly, data collectors and processors are required to register with the Commission, so an employer running systematic screening should establish its registration position before starting rather than afterwards. Criminal record information is sensitive, so the justification needs to be tied to the specific role.

Foreign workers

Non-citizens require a work permit from the Labour Commissioner and a residence permit from immigration, and roles must generally be ones for which a suitably qualified Tanzanian is not available. Supporting documents include qualifications and, in many cases, a police certificate from the home country.

Practical guidance

Allow several weeks for police clearance, verify qualifications rather than accepting certificates at face value, apply the same checks to every candidate for a role, and keep written consent on file. An employer of record can manage screening, permits, and payroll if you have no Tanzanian entity.
