Questco is an American human resources solution company based in Texas. Founded in 1989, this company has been working in this service space for decades and has gained lots of relevant experience. Here I offer an in-depth review of their service including their best features and unique offerings.

Questco Company Overview

Questco is primarily a payroll provider and PEO or Professional Employment Organization focusing on the US market. It offers its outsourced HR solutions to small and medium-sized businesses (SMBs) like startups and companies looking to scale. This provider works in many areas, including payroll and tax administration, benefits, HR training, and risk management. It also ensures that its clients are always in full compliance with tax and labor laws everywhere they work.

Questco is an IRS-certified PEO, showing that it has a strong history of financial responsibility and tax compliance. Questco chooses not to post its prices online; instead, it asks potential customers to request quotes that can be tailored to their individual needs.

Questco Key Features

1. Questco PEO

This is the main focus of Questco and the service that the majority of its clients use. As a Professional Employment Organization, Questco takes on many responsibilities for its clients’ employees through a co-employment arrangement. Clients manage their worksite employees by arranging their tasks and work schedules, and the PEO does almost everything else. It starts with recruiting services that can help clients find the required talent. It then manages onboarding, training and development, payroll, benefits, risk management, and even employee relations. It will also handle offboarding when needed. Questco invoices clients for wages and taxes and then pays employees and files taxes on their behalf.

Questco aims to provide these services at SMBs and even micro-businesses that are too small to have their own HR departments or even a single HR generalist. Questco’s PEO services are particularly beneficial for:

  • Small and Micro-Businesses (SMBs): Questco provides affordable, professional HR support for small businesses that lack the resources for a full HR team.
  • Growth-Focused Companies: Simplifies HR processes for growing businesses, ensuring seamless onboarding, payroll management, and compliance as they scale.
  • Highly Regulated Industries: Questco helps industries like healthcare, manufacturing, and construction meet complex compliance requirements and reduce risk.

These businesses are able to save resources by outsourcing HR functions to Questco, which helps manage them through a combination of its online platform and a team of dedicated specialists. A payroll specialist and benefits specialist will help to manage employee pay and benefits selections. Clients also get help from a risk and safety specialist, a retirement planning specialist, and an HR specialist to help with employee relations. Smaller businesses can leverage this expert advice instead of hiring a whole HR department.

Unlike many competitors with set service packages, Questco is entirely flexible. Clients can pick and choose from the extensive range of services it offers to create their own packages containing only what they need.

2. Questco Benefits

Questco provides businesses with a robust benefits administration solution designed to enhance the employee experience while alleviating administrative burdens. With flexible options and expert support, Questco helps businesses navigate the complexities of employee benefits, from enrollment to compliance, ensuring a seamless process for both employers and employees.

Clients who choose to have Questco administer employee benefits can bring their current brokers along with them, use Questco as a broker of record, or join large group medical insurance plans to obtain below-market prices.

  • Questco works with providers to offer medical, dental, vision, accident, life, and disability insurance as well as a large group, low-cost 401(k) plan provided through Fidelity Investments.

  • Questco’s digital benefits enrollment platform simplifies the process for both employers and employees:

    • Mobile-Friendly Systems: Employees can enroll in benefits from their smartphone or desktop, ensuring accessibility and convenience.

    • Plan Comparisons: Tools allow employees to view and compare multiple plans side-by-side, helping them make well-informed decisions.

    • Streamlined Documentation: Digital form management reduces errors and enhances the enrollment experience.

    • Real-Time Tracking and Reporting: Consistently updated tools keep employers informed about enrollment progress and plan selections.

This platform ensures a seamless enrollment experience that maximizes employee satisfaction while minimizing employer effort.

  • Questco takes the hassle out of managing employee benefits by handling all critical administrative tasks, including:

    • Employee Lifecycle Management: Processing additions, terminations, open enrollments, and qualifying life events.

    • Claims Support: Assisting employees with claims filing, reimbursement, and advocacy to ensure they receive timely and accurate benefits.

    • COBRA Administration: Managing compliance with the COBRA (Consolidated Omnibus Budget Reconciliation Act) for continued health coverage.

    • ACA Compliance: Comprehensive reporting to meet Affordable Care Act requirements, protecting businesses from potential penalties.

    • Section 125 and Carrier Compliance: Ensuring adherence to pre-tax benefits regulations and carrier requirements.

    • In-House Invoice Reconciliation: Reducing client costs by minimizing expenses tied to untimely employee terminations with carriers.

    • Additional Compliance Services: Including PCORI fee calculations, Medicare Secondary Payer compliance, and Forms 1094-C/1095-C for Applicable Large Employers (ALEs).*

These services give businesses confidence, assuring them that their benefits administration is handled with precision and efficiency.

  • Offers businesses the flexibility to choose from a broad selection of benefits tailored to their needs and workforce:

    • Master Medical Plans: Access to cost-effective, large-group medical plans with various options, including telemedicine features.

    • Voluntary Benefits: Additional options like dental, vision, accident, disability, and other supplemental insurance products at competitive rates.

    • Open Market Plans: Flexibility to opt for non-standard plans if preferred.

By offering employees multiple choices, businesses can create comprehensive packages that align with both budget constraints and workforce expectations.

  • Questco simplifies benefits enrollment with its user-friendly digital platform, designed to enhance convenience and reduce errors. The platform is mobile-friendly, allowing employees to enroll in benefits from their smartphone or desktop with ease. The system also features streamlined digital form management, ensuring accurate documentation and reducing administrative headaches. This intuitive solution ensures a smooth enrollment process that saves time and improves the overall employee experience.

3. Questco Payroll

Some clients don’t require full PEO services but opt to have Questco simply manage their payroll.

  • Can process their payroll and calculate wages based on time and attendance data. It will deduct benefits contributions, calculate and withhold taxes, and garnish wages as necessary.

  • It pays state and federal taxes on behalf of the client and files annual and quarterly tax reports (forms 940 and 941).

  • Track paid time off and produce customized payroll reports for clients who need these services.

4. Questco Compliance

Questco provides businesses with a robust suite of compliance and risk management solutions, ensuring companies can navigate complex regulations while maintaining safe and efficient operations. With a focus on accuracy, proactive risk reduction, and expert guidance, Questco empowers organizations to reduce exposure to legal and financial risks, allowing them to focus on their core objectives.

Questco’s automated payroll system ensures accurate calculations, timely wage payments, and meticulous filing of federal and state taxes. As an IRS-certified PEO, Questco also undergoes regular financial audits, reinforcing its commitment to compliance and accuracy.

Questco helps businesses develop legally compliant HR policies, create employee handbooks, and conduct classification analyses to ensure workers are correctly categorized, minimizing the risk of fines or audits.

Through OSHA compliance assistance, safety training, on-site consulting, and real-time safety analytics, Questco supports a proactive safety culture that reduces workplace accidents and fosters trust between employees and management.

Questco’s comprehensive compliance and risk management services are designed to help businesses reduce their exposure to legal and financial risks while building a safer and more efficient work environment.

5. Questco Recruitment

While many providers avoid recruitment, Questco offers full recruitment packages or separate services depending on what its clients require. It can help develop job descriptions and advise on appropriate compensation packages to offer. It will create and manage job postings to help source candidates and even screen and interview them if required. It can also provide pre-employment assessments, background and criminal record checks, and even drug and alcohol testing.

6. Questco Platform

Like most providers in the HR space, Questco bases its services around its online, cloud-based platform. This software-as-a-service (SaaS) solution centralizes payroll, risk management, applicant tracking, time and attendance tracking, and other functions in a single.

  • Employees can be recruited, onboarded, developed, managed (schedules, paid time off), and offboarded using the simple functions of this software.

  • This platform has different access points for managers or admins, and employees. Through the manager portal, managers can approve payroll, manage paid time off (PTO) requests, examine time and attendance data, view reports, and manage employee data. Through the employee portal, employees can view their timesheets, choose and manage benefits, request time off, and manage their work schedules.
  • Questco also includes a mobile app called Questco Time Mobile for Android and iOS devices. With this app, employees can access the employee portal and also clock in and out of work conveniently.

Questco does not reveal any information about the security of its platform so it’s not clear if it follows SOC2 controls or is compliant with any specific data security and privacy protocols.

Questco Reviews

The average scores (as of the time of writing) were:

Questco Pros and Cons

Flexible solutions

While most competitors package their services and make clients choose services they don’t necessarily need, Questco is completely flexible. It lets clients pick and choose only what they need so they can keep their costs down.

Expert support

Many competitors provide a platform and leave clients to manage most functions on their own. However, Questco gives clients and their employees ongoing contact with industry experts who act as consultants. These experts help employees with their concerns and with managing their benefits choices. They also aid employers in directing their human capital management most effectively.

Recruiting

Other firms avoid recruitment but Questco offers extensive active recruiting services as well as an applicant tracking system to help clients manage this function efficiently.

International payroll

While it doesn’t support international hiring, Questco can help businesses that own entities in other countries to manage payroll for their international workers and contractors

Fees not posted online

Questco chooses not to post its prices online and this means it can be very difficult to compare it with other service providers. Because of its flexible system for letting clients choose the services they need, pricing can be complicated and difficult to calculate.

No integrations advertised

It’s not clear if this platform has any pre-built integrations with other software applications since none are posted online. Some competitors show dozens or even hundreds of integrations with useful apps and this helps to smooth workflows and data sharing across clients’ tech stacks.

No security information

Data security and privacy are serious concerns for all businesses. However, Questco doesn’t publicly reveal any information about any certifications or compliance with protocols that it may provide.

Questco Unique Selling Point

Questco’s unique selling point is the flexibility of its service provisions. Each main service is divided into smaller component services that clients are free to choose from so they can build their own service packages and avoid paying for things they don’t need.
