Boundless is popular international Employer of Record (EOR) platform, enabling companies to hire employees overseas quickly and cost-effectively. Here is my take on Boundless’s EOR offerings in 2025.
Boundless Company Overview
Boundless is an HR services provider that was founded in 2019, just in time for the disruption caused by the global pandemic. Its founders created the company after managing several international hiring challenges which means they recognized the difficulties that most employers face when they find themselves in this sort of situation.
Boundless is headquartered in Dublin, Ireland, and has offices in 25 other countries around the world. These offices also represent entities in all of these countries that Boundless owns as a wholly-owned EOR or Employer of Record.
Boundless works with businesses of all sizes, from small and medium businesses (SMBs) to large enterprises. Its main clientele, however, consists of startups and smaller companies that don’t yet have well-developed HR departments that can help them manage the international hiring they need to perform.
Boundless works as an EOR to help its clients hire in 26 countries while complying fully with all of the local labor and tax laws that this entails. Unlike other competitors, it focuses exclusively on this service to keep things simple and uncomplicated. While its fee structure isn’t provided completely transparently, this provider does give its starting price for its service, which is based on a percentage of payroll rather than a flat fee.
In this review, we’ll look carefully through the details of Boundless’ service provision and platform to help you decide whether to partner with this company for your international hiring needs.
Boundless Key Features
As a young company in the HR services area, Boundless is highly focused on EOR service provision. The main features of this new competitor include the following:
1. Boundless Employer of Record (EOR)
Employer of Record service is the main focus of Boundless’ attention. It was created to facilitate international hiring and has done so by becoming a software-based EOR that works in 26 countries in the Americas, Europe, Africa, and the Asia-Pacific region.
What sets Boundless apart from many of its competitors is that it is a wholly-owned EOR rather than an aggregator. This means that, rather than partnering with existing organizations in each of these countries, Boundless owns its own entity in each of them. This allows it to maintain control and ensure the quality of its services.
When a client wants to hire an employee in another country, they can source their own candidate and put forward that person’s name to Boundless. In turn, Boundless will get into gear starting with the generation of a contract that’s compliant with the employment laws of the country the worker is in. This involves consultation with local legal and HR experts to ensure that all standards for working conditions, pay, and mandatory benefits like paid time off (PTO) and social security contributions are correctly addressed.
Once the contract is signed between them, Boundless can quickly onboard the new employee, getting their paperwork signed, important documents filed, and their name added to its database within a short time period. The client also needs to onboard the new employee, typically through training and orientation, which Boundless is also able to facilitate.
Over the long term, Boundless will manage the employees’ HR needs so that the client doesn’t have to worry about the administrator. This means that Boundless will manage international payroll, benefits administration, PTO, as well as any other HR concerns. Boundless is also responsible for maintaining compliance with local laws over time. This protects the client from fines and other penalties that could otherwise be incurred.
Most EOR service providers charge a flat rate per month for each employee a client hires and manages through them. However, Boundless takes a different approach by assessing its fee as a percentage of gross payroll.
It charges a minimum of 8.4% of the total payroll it processes for each employee (this includes gross salary, employer contributions to social security, and employee deductions). With this pricing structure, Boundless can be a highly affordable service provider for workers with lower levels of compensation. However, the service cost can be much more significant for highly paid workers.
2. Contractor Management
Most of Boundless’ competitors offer services for managing international contractors as well as FTEs. Boundless doesn’t give any specific information about contractor management but does mention that it can provide support for both employees and contractors. It also stresses the importance of correctly classifying workers and not treating employees like contractors who don’t have their benefits, PTO, and taxes managed by their employers.
At the same time, Boundless doesn’t give any information about how it manages contractors, how it pays them, or how much this service costs. This suggests that it will only offer this service under specific conditions, possibly only if a client is already using its services to employ a large number of FTEs.
3. Payroll
Managed payroll comes as a part of the EOR service provided by Boundless. A critical part of managing employees internationally is ensuring that they’re paid on time, accurately, and in their local currencies as is normally mandatory. Boundless makes sure that all employees’ salaries are calculated correctly and boasts a 99.4% annual payroll accuracy rate overall for the 26 countries it manages payroll in.
It’s not clear what system Boundless uses for time tracking and attendance. Many competitors have this feature built into their software, but others require clients to keep track of their employees’ hours on their own and submit timesheets for payroll processing. Regardless of which way it’s done with Boundless, this information will then be used to calculate each employee’s gross salary. This is normally done on a monthly basis, but Boundless is also able to accommodate shorter pay periods if necessary.
From gross salary, its platform can automatically calculate taxes to be withheld and deductions for social security or other mandatory benefits. Finally, this will leave each employee’s net salary. Boundless pays these by bank transfer, compiles and pays taxes, and contributes employee and employer contributions to pension and insurance programs. It also produces reports for the client and detailed payslips for employees’ records.
Clients that don’t have their own HR departments with dedicated payroll experts will find this managed payroll service indispensable. Unfortunately, however, global payroll is only available with Boundless’ EOR service and is not offered as a separate service for companies that already have their own entities.
4. HR and Legal Compliance
As a part of its EOR service, Boundless manages human resources administration for all of its clients’ international employees. This includes handling employee concerns that may relate to:
- Paid time off (PTO) allowances and schedules
- Working hours and overtime policies
- Health and well-being management
- Remote work policies and compliance
- Conflict resolution and workplace concerns
Boundless manages employee benefits on behalf of its clients. In most countries, contributions to social security programs are mandatory. These contributions come from both the employer and deductions from the employee and go toward:
- Pensions
- Health insurance
- Other insurance like sickness, maternity, paternity, workers’ compensation, termination, and more.
Boundless will also manage the administration of any extra benefits that clients may want to add for their workers, such as private medical insurance and pension programs. On top of managing mandatory benefits, Boundless also ensures that all contracts are correctly produced and followed by the letter of the law.
This is a very important part of its service, as navigating the employment and tax laws in a foreign country can be prohibitively difficult for clients’ HR departments. If they had distributed teams made up of workers in multiple countries, this administration would have become impossible without a professional network of local experts like Boundless.
5. Boundless Platform
Boundless, like most of its competition, has built its service offering around a cloud-based digital platform that functions like a human resources management system or HRMS.
Once an employee is onboarded, they are added to the client’s team dashboard, where HR administrators can:
- Manage employee records (contracts, payroll, benefits).
- Track leave and time-off requests.
- Monitor contract status and employment terms.
At the same time, this platform is missing a lot of features that would make it functional as a full HRMS. It doesn’t include recruiting tools like an ATS, nor does it offer features for performance development, employee development, or employee experience. It is essentially bare-bones software that may be appropriate for very small or new teams but wouldn’t be extensive enough for even mid-sized businesses.
Thus, it would need to be used in coordination with a full HRMS. It’s also not clear how this platform connects to time and attendance collection or accounting programs. Boundless offers no information about integrations with other programs or about the security of its platform. However, we know that it uses the secure Wise software for international transfers and is compliant with the EU’s General Data Protection Regulation (GDPR).
