FoxHire, an American HR firm founded in 1992, offers a comprehensive range of services, including payroll, administration, and compliance, through its EOR platform. Here is my in-depth analysis of the pros and cons of working with Foxhire. 

FoxHire Company Overview

Foxhire is an American human resources firm, founded in 1992 and formerly known as Top Echelon Contracting. From a focus on helping organizations hire contractors, FoxHire has expanded its services to include payroll, administration, and compliance. Through its EOR or Employer of Record platform, FoxHire takes on the role of the legal employer for the staff an organization will hire. It helps with onboarding, managing administration, running payroll, administering benefits, and offboarding both full-time employees and contractors.

While FoxHire is based in the US and provides similar services to a PEO or Professional Employment Organization, it also works internationally. By partnering with entities abroad, it helps its clients hire in over 110 countries worldwide. These international employees and contractors are managed using a combination of FoxHire’s cloud-based platform and experienced HR staff who monitor and maintain compliance with all local statutes. Like many competitors, FoxHire doesn’t post its prices publicly; instead, it prefers to offer tailored quotes to potential clients.

FoxHire Key Features

1. FoxHire EOR

FoxHire is an EOR or Employer of Record solution that works in both the US and overseas. Similar to a PEO or Professional Employment Organization, an EOR becomes the legal employer for the staff of its clients. This allows clients to hire in states or countries where they don’t have their own entities or where they don’t want the headache of dealing with admin and compliance challenges. 

 

FoxHire hires all US employees directly while it works with partners to help clients hire in over 110 countries. These partners become the legal employers on FoxHire’s behalf and the employees are contracted to work directly for its clients. FoxHire is still a small player in the EOR space, having helped hire only 25,000 employees to date.

FoxHire’s prices are not posted publicly, so it’s not easy to compare the value of this EOR’s services with those of other providers. However, it works on a different pricing scheme than other providers, who normally offer a single flat fee per employee per month. Instead, FoxHire assesses a flat service fee, adds payroll, and then adds statutory fees (including employer tax, insurance, and liability for notice periods and severance pay) that differ for each country it works in. This fee structure may be complex, but it is quickly calculated when a user logs into the platform and inputs an employee for a particular country. This helps employers compare the relative costs of employees from different countries when making their hiring decisions.

As an EOR provider, FoxHire assumes that its clients find the people they wish to hire and starts its services with onboarding. Using a self-serve model, its platform allows new hires to input their own information, provide documentation, and sign contracts and other documents online. It also manages background checks that may be required, including drug screening and license verification. 

Once employees are onboarded, FoxHire manages their HR needs, such as time and attendance collection and payroll processing, and files taxes as the legal employer of all W-2 staff. If termination and offboarding are needed, FoxHire handles these functions as well, and that includes notice and severance as necessary. Finally, FoxHire provides insurance and other benefits that may be mandatory or voluntary. It works with top providers in the US, like Anthem Blue Cross Blue Shield and Health Equity, to offer healthcare, vision, dental, accident, and critical illness insurance, as well as health savings accounts (HSAs) and voluntary life insurance. It provides access to 401(k) retirement savings plans and helps employers offer more attractive compensation packages. In other countries, it works with local providers to ensure employees receive private benefits or pay social security contributions mandated by law.

2. FoxHire Contractor Management

  • In the US, FoxHire can hire contractors on its clients’ behalf and ensure they’re correctly classified as 1099 contract employees.

  • Internationally, it can provide the same service, letting clients hire contractors in over 110 countries.

  • Its international partner entities maintain compliance with local laws in much the same way, making tax filings and ensuring that they meet the criteria for legal classification as contractors and freelancers.

  • The FoxHire platform is set up to allow contractors to submit their invoices, and the clients pay them through local entities. 

3. FoxHire Payroll

As an integral part of its EOR and PEO services, FoxHire runs payroll for all employees it manages. This platform includes a time-tracking and attendance function and also allows employers to import data from the time-tracking app SAP Fieldglass. This allows employers to monitor and manage employee hours and contractor billable hours. However, FoxHire doesn’t offer global payroll services outside of its EOR service to organizations that own their own entities internationally.

Based on worked hours data, FoxHire’s platform automatically calculates each employee’s gross salary, withholding taxes and other deductions. Clients are invoiced for payroll in US dollars and are given the payroll run to approve. Once approved, payroll is processed in minutes, and employees are paid in their local currencies wherever they are, either by check or direct deposit. Taxes and social security contributions, as well as contributions to benefits, are all paid by FoxHire, which also provides payroll reports to employers and detailed payslips to employees.

4. FoxHire Compliance

As the legal employer of local staff in the US or internationally, FoxHire assumes responsibility for complying with all applicable labor and tax laws. 

It helps to ensure that contractors are not misclassified and that all tax withholdings are correctly calculated and paid. 

Crucially, FoxHire ensures that mandatory benefits are compliantly provided according to the laws of the state or country where employees or contractors live.

5. FoxHire Recruitment

Like many other EOR providers, FoxHire doesn’t provide direct recruitment services. Instead, it assumes that employers have been able to find the workers they want to hire, and its services begin with background checks, contract generation, and other aspects of onboarding. This platform doesn’t include an applicant tracking system, but it does include integrations with a few popular ATS apps like Loxo and Bullhorn. 

At the same time, however, FoxHire has an unusual focus on recruiters and staffing companies. Instead of marketing its services to employers only, it highlights how its EOR or PEO services can benefit recruiting firms by allowing them to offer contract staffing services to their own clients. FoxHire allows these companies to recruit new staff for free and only pay service fees when an organization chooses to employ them.

6. FoxHire HR

In addition to onboarding and offboarding, administering benefits, and running payroll, FoxHire also offers additional HR services like performance management and leave management.

 

Its performance management services are limited to simply automating emails for sending performance evaluations, however. It doesn’t provide any training, development, or employee engagement tools that might help improve performance. For leave management, FoxHire allows employees to make requests for paid time off (PTO) and managers to approve them. 

7. FoxHire Platform

Users rate FoxHire’s platform as very easy to use, which makes sense as it’s not as complicated as many competing platforms. This cloud-based application allows both employers and employees to manage data and view payroll and onboarding progress in real time. Unfortunately, it doesn’t yet offer a mobile app, so users will need to access it through its web portal.

 

FoxHire enables a handful of useful integrations with time-tracking, recruiting, and accounting software, but these integrations are very limited compared to those of its competitors. The platform complies with the EU’s GDPR (General Data Protection Regulation) to provide security and privacy for clients’ data.

Conclusion

FoxHire is a unique provider that offers a solution to recruiters and staffing agencies, as well as directly to employers. This provider is a good choice for small organizations looking to hire compliantly in the US and also build international teams. Larger organizations, however, may find FoxHire’s services limited.
