HireArt is an American company that creates software designed for HR solutions. Originally founded in 2012 and headquartered in New York, this service provider built itself into a useful platform for managing employees and contractors in 2017.

Since then, the company has grown and expanded, raised considerable funding, and continued to revise and perfect its software offerings. With this software, HireArt has positioned itself well in the HR services industry, allowing it to bring increased functionality to its customers.

As its name suggests, HireArt is largely focused on helping clients hire the workers and vendors they need to build value for their businesses. It provides EOR or Employer of Record, AOR or Agent of Record, vendor management, and talent sourcing services. While it’s focused on the US and Canadian markets, it can also provide these services around the world.

This is one service provider that keeps its information very closely guarded, however. It doesn’t reveal how many countries it provides EOR services in, nor does it post its prices publicly on its website, instead asking clients to request tailored quotes. In this review, we’ll look at all the details we can find about this company to help you make a fair assessment of its appropriateness as a partner for your organization.

HireArt has been around for over a decade, and in this time it has changed and developed extensively. The main features of this service provider include:

1. HireArt Employer of Record (EOR)

Through its Employer of Record (EOR) service, HireArt uses the entity it owns in the country where the worker lives to create a legally compliant contract, which it then enters into with the employee. That’s right, the EOR directly hires the employee, while the client only needs to take on the role of the worksite employer. They manage the employee’s schedule, daily tasks, and means and methods of work. The rest is up to the EOR.

HireArt manages payroll, taxes, benefits administration, HR support, paid time off (PTO), and unemployment and worker’s compensation claims. It also onboards new hires and can even recruit them should clients require this service. When an enterprise needs to wind down or for individual reasons, the EOR also handles termination, offboarding, and severance. Essentially, all of the HR needs relating to international workers are outsourced to HireArt.

This provider also manages compliance with the legal statutes relating to taxes and employment in each country. From preparing compliant contracts to managing payroll to monitoring legislation for changes, HireArt works to ensure that its clients are up-to-date on all relevant rules and are protected against fines and other penalties they might otherwise incur due to non-compliance.

Many competitors in the EOR space choose to publish their fees directly on their websites so potential customers can quickly and easily compare the value of their services. HireArt, however, has chosen not to reveal its prices and instead asks potential clients to request quotes tailored to their specific needs. 

2. HireArt Contractor Management

Hiring people as full-time employees (FTEs) is mandatory for many types of work in many jurisdictions. However, this is certainly not always necessary or ideal.

For non-durable work on short-term projects or to leverage expert skills and knowledge, many businesses also hire independent contractors or freelancers (generally considered the same thing in most countries). These workers can represent a cost-effective way to meet the needs of the client.

HireArt supports contractor hiring in the US (1099 employees) and elsewhere around the world. It can act as an Agent of Record (AOR), hiring contractors on behalf of its clients and thereby indemnifying them against misclassification and other risks. Again, it chooses not to disclose all of the countries where it provides this service.

However, it boasts a talent pool of over a million job seekers, many of whom are contractors, which allows clients to connect with the workers they need easily. HireArt once again doesn’t disclose either its price for this service or the means it uses to make international payments to contractors, which may include using local currencies or even cryptocurrencies.

3. HireArt Recruitment and Staffing

Many competitors shy away from providing recruitment services alongside their EOR and contractor services. HireArt, however, is highly focused on sourcing staff for its clients.

As previously mentioned, it has a huge talent pool of over one million job hunters who are pre-vetted and can be automatically matched with clients’ job postings to produce instant applicant pools. Integration with various applicant tracking systems (ATSs) can help clients manage their applicants but the platform also has a built-in ATS if needed.  

The platform can also help clients create customized job listings and integration with popular sites like Indeed, Craigslist, and LinkedIn can help to give postings broad exposure and bring in lots of applications. These external resumes can be automatically parsed to identify quality candidates.

HireArt also features a video application and an interview feature. Through it, clients can actually watch applicants perform related work and also answer interview questions remotely. This makes it easy to schedule and record interviews no matter where candidates live.

It’s important to point out that all of these recruitment features are software-based self-serve tools. However, HireArt also employs recruiters who perform active recruitment functions for your business by screening and curating candidate lists. It can also connect you with several staffing agencies that can recruit talent for you.

4. HireArt Payroll

Payroll is an essential part of HireArt’s EOR service. Like all EORs, HireArt’s local entity in each country becomes fully legally responsible for any employee it hires. It therefore has the ultimate responsibility of paying employees, submitting their tax payments and reports, and paying into any relevant benefits programs on their behalf.

Here’s how it works:

  • Each employee that’s onboarded comes with a specific set of figures for their salary and deductions. This data is added to the platform’s payroll function and is used as the basis for each pay period’s calculations.
  • The client needs to submit each employee’s time and attendance data for the period, and once that’s done, the platform will automatically calculate a payroll. It finds each worker’s gross salary and then subtracts deductions and taxes, leaving their net salaries. These are paid to the employees, normally in their local currencies, via bank transfer.
  • HireArt then collects and submits their withheld taxes and contributions from both the employee and employer (in most cases) that are paid to social security authorities. All payroll data is collected and stored for reporting and employees are given their detailed payslips for their own records.

Global payroll independent of EOR service is not, however, currently offered by HireArt. This may be a question of capacity or else it may simply not be interested in running global payroll for clients that already own entities in countries around the world.

5. HireArt HR and Compliance

HireArt takes many steps to ensure that all hiring done through it is done according to the letter of the law. Clients are able to customize the details of their employees’ contracts, but they can’t change any clauses that represent mandatory conditions, compensation minimums, or benefits owed to all workers.

It also reviews contractor hires to make sure that clients aren’t misclassifying workers as contractors when they should be hired as employees and granted related benefits. Finally, HireArt can perform drug testing, criminal background checks, and even moving vehicle record checks to make sure workers are screened and ready to work.

Horizons handles all aspects of employment compliance, with local labor law experts ensuring that hiring and HR are consistent with applicable rules and regulations. 

Users have suggested that this support is very useful, though some say that account managers aren’t always available when they need to be. When clients require large numbers of staff, HireArt offers boots on the ground to help with direct project management.

Draft employment contracts are vetted by in-house legal talent, and any issues of compliance that arise throughout employment become Horizons’ responsibility. 

Finally, HireArt manages benefits administration for all FTEs according to both the law in the countries where they live and the additional benefits the client may wish to provide.

The Horizons platform incorporates enterprise-level security features and enforces cyber-security good practices, including 2-factor authentication and strict access privileges.

HireArt also boasts connections with many top-level benefits providers and can offer below-market prices for benefits like private insurance and pensions.

6. HireArt Platform

HireArt says its platform was constructed to work as a complete HRIS or human resources information system. This is intended to let businesses handle all of their HR management within a single system – a single source of truth. In general, the platform succeeds. It includes almost all features that clients need to manage their employees effectively, such as an ATS, onboarding support, automated payroll, benefits administration, compliance management, and analytics and reporting.

It is, however, missing a strong time and attendance tracking feature, which would make managing that data far more convenient. It’s also missing a mobile app. At the same time, many competitors offer an app for iOS and Android devices to help users connect to their platforms while on the move, HireArt hasn’t yet developed this mobile access.

The platform’s user interface is fairly intuitive and that helps when new users are trying to implement the system. HireArt’s platform also features useful pre-built integrations with other software to ease data transfer between it and its clients’ existing tech stacks. It integrates with dozens of apps including job sites like Indeed and LinkedIn, HR apps like Chekr, Sage, and Greenhouse, and insurers like Goodly and Alice.

Finally, the HireArt platform has an extensive privacy policy that it follows to protect users’ data. It works in compliance with the EU’s GDPR (General Data Protection Regulation) and the California Consumer Privacy Act of 2018 (CCPA).
